I have a 92 saturn sl. The horn is new but there is no power going to the
horn button (steering wheel) The relay is fine. Is there a fuse or fusable
link some where? I don't have a muaual.

There is a horn fuse and perhaps a relay, I can't remember. (The car I'm
referencing is my granddaughter's and isn't here now) Pull the passenger
compartment fuse cover (left kick panel) and look at the back - it lists
fuses and relays. If its not there, look at the under-hood fuse
compartment. The fuses and relay are marked there also.

Here is another possible problem: There is a little metal on plastic piece
under the horn buttons on either side of the steering wheel. When you press
where it says "horn" the metal part completes the horn circuit. The plastic
clips that hold these in place are prone to breaking - mine did under one of
the buttons. To get them out, pry the soft plastic off of the end of the
spoke near the "horn" button and the piece will pop out; there is a little
coil spring under it. I haven't bothered to put mine back in because one
    button still works.

You should be able to get this piece from Saturn dealer; looks like it
should cost about 5 cents. Ha! Hint for installing the new piece: super
glue the tiny spring to the piece or it will jump all over the place and
frustrate you mightily. With the spring glued in, its easy. I tried
putting mine back in place before I realized that part of the plastic clip
    had broken off.

It would be a good idea to pull the air bag fuse before doing this - top
    left fuse in passenger compartment.
