Does anyone know how to get at the brake light bulb on a 1999 Saturn SL
    for replacement.

Open the trunk. On the side of the brake light housing, there are
two torx[1] screws you need to remove, and then the whole brake light
housing comes out. Unscrew the bulb holder and take out the bulb.

I just had to replace both brake lights. The left one for probably
the tenth time, first time on the right one. Not sure why the left
burns out so often, but it is annoying.

    I have a 1996 SL1.

[1] Torx is the star (*) pattern. If you don't have a torx driver,
use an allen wrench, since the sizes are compatible. Torx works
for allen as well. This trick only works on low torque fasteners,
fortunately, the screws holding the brake light housing are sheet
metal screws fastened into sheet metal clips on the plastic brake
    light housing.
