Bad Starter? Partially turns over

    I have a 94' saturn sl1, when you turn the key the engine doesn't
    start but the drive belts make a partial turn, they move but if you
    keep cranking they don't keep going they stop after only partially
    moving. I can hear the fuel pump, I replaced the battery with a brand
    new one, checked the battery contacts, the batter tests at high 12's
    volts with no load and 10.xx volts when you crank it. I tried an
    inline spark checker and the light will light up maybe once while the
    belts turn partially. Any help or ideas on this one? is this a starter
    issue? Anyone know how many bolts are on this starter.

    I would start with the cable from the battery to the starter. Be sure
    it is tight and not corroded.

    If you pull battery voltage down to 10 volts, you could have a starter
    issue since your battery is new. I have yet to have my starter off,
    but I would suspect 2 mounting bolts and maybe a bracket towards the
    front of the starter.

    Worse case - engine problems, partially locked or tight bearings.
