When braking from speed I am steering an unbalanced washing machine on spin cycle. Vehicle has 113k, and new pads and rotors have been replaced in the last 5,000 miles. Could this be caused by something else such as worn struts or ball joints? The car makes a lot of suspension noise.

Yes it could, but more likely, someone forgot to grease the caliper pins and your brake pads are not pressing evenly on the rotors or they are getting stuck up against the rotors, everything is overheating, and your brake rotors are warping.

Pull each wheel one at a time and check the condition of your brake pads and the run out on each of the rotors to determine if this is the cause.

Can't speak to suspension as no information with detail was provided
