I just went out and looked, turned on my turn signal, and tracked down the clicking relay. It is located exactly where it is indicated in the above picture. From your picture, I can only surmise you are not looking in the correct location.
The instrument panel junction block, where all the fuses inside the vehicle are located, is located on the bottom of the front of the center console down by the carpet. There is a plastic cover that is held on at the back by a little square of Velcro. Pulling this towards the back of the car opens the instrument panel junction box. Fuses and a bunch of relays are all present.
The cover that you removed has a sister on the other side of the bottom of the front console. It is a mirror image of the side with the fuses. Pulling it back exposes a large brightly colored piece of circuitry and I can't remember what it's called, but right above that there is a square relay and that is the one that is the flasher. Please remove the left side cover described above and take a picture and post here. We are clearly not looking at the same thing.
The factory service manual for 1995 confirms the location as I described and as in the above picture.
