01 Saturn SC1 Auto, No Crank No Start

A friend of mine who is a mechanic tested the battery and Starter. Both were at 12 volts or above. Tried starting car in park and neutral nothing, not even the overhead cabin light turns on. Looked at fuses, seem to be fine. Don’t know if we missing anything.

What am I missing or needing to know?
 
Just because battery reads about 12 volts at rest not mean it can store enough charge to rotate the engine. When testing voltage. At the starter, what was he using the ground for the measurement ?

What happens to the battery V when you hold the key to start?

How long has the car sat without being started?
 
Check for corrosion positive and negative terminals of the battery. Check for continuity from the battery to the fuse box under the hood. If you are getting no interior lights/ no nothing, then there is likely no electricity getting to the fuse panel. The other end of the negative battery cable where it meets the frame of the car. Many a corroded ground in vehicles is old. Also make sure the kid goes to the battery are not all crunchy when you try to **** them. Cut back the insulation at the ends near the lottery see if the cables have sucked up battery acid and corroded the cables.
